It seems logical they'd be jamming ALL ham bands - is anyone hearing anything on 20, 15, or 10?

Nothing heard here (near Seattle) on ANY of the US ham bands

I'm not saying it's not there - just asking if anyone is hearing anything on any other bands that's similar

Check your receiver, antenna, feed, and connectors...or maybe you're hooked up to the dummy load and not the antenna...;)

Propagation varies. Nothing but typical 40m stations heard here - 100 to 500 miles out. Nothing but normal stations heard.

But again, propagation isn't the same "the world over"

Saw 4 separate jamming signals on 40m, lower voice portion and to about 7100kcs this morning. Quite strong here in west central Texas.

My SteppIR has taken a break from working on 40 meters so can't listen here. But, do you normally hear into the Caribbean on 40 meters during the day?? I suspect not. Your 100 to 500 miles out will not include Cuba. Take a listen tonight when the skip lengthens out and see. Most of the American Cuban folks are in FL. It would be a waste of time to jam 10-20 as no one 90 miles away will hear them on those bands. Makes me wonder if their is jamming on 80 meters! But maybe the Cubans realize 80 is so full of static in the summer than no one will hear them anyhoo! :p
