First, make sure you are eligible for it, meaning it isn't an extra or advanced class restricted callsign. Then see if anybody currently holds it. If it currently is assigned to someone else, you will have to wait until they are no longer assigned, or until they pass away. If those things are OK, just apply for it on the vanity application, and specify that it is a close relative's callsign.
