It's not dying, the numbers are going UP every year. And $35 is not a ton of money. You make it sound like it's $3,500. If people can afford a $1,000 smartphone or the $100 a month bill for it or $4-$5 Starbucks coffees they can afford a ham radio license. The same people complaining have no problem shelling out money every week for stupid lottery games that they will never win.
