    Greetings:

    To all concerned:

    The United Nations Economic and Social Council (ECOSOC) at its substantive session of July 2012 adopted the recommendation of the Committee on Non-Governmental Organizations (NGOs) to grant special consultative status to the International Radio Emergency Support Coalition (IRESC).

    The United Nations Economic and Social Council (ECOSOC) at its substantive session of July 2012, adopted the recommendation of the Committee on Non-Governmental Organizations (NGOs) to grant special consultative status to the International Radio Emergency Support Coalition (IRESC).

    IRESC is a worldwide coalition of volunteer communicators, with dedicated members spread around the globe, providing assistance to those in need at all times of day or night.
    UN NGO Accreditation: The Conditions
    Generally, UN accreditation or affiliation is done either through the Economic and Social Council (ECOSOC) or the Department of Public Information (DPI).

    The qualifier for UN accreditation of an NGO is that the aims and purposes of the organization shall be in conformity with the spirit, purposes and principles of the Charter of the United Nations" - in the case of ECOSOC accreditation, ?promote knowledge of the principles and activities of the United Nations.- in the case of DPI accreditation, and "support the Charter of the United Nations - in the case of accreditation by the Committee on the Exercise of the Inalienable Rights of the Palestinian People.

    I. Economic and Social Council (ECOSOC) accreditation:
    There are three categories of ECOSOC accreditation available to NGOs: general consultative status, special consultative status, and roster. These are the rules surrounding the process of accreditation. Three Categories:

    General Special Roster
    "Once an application from an NGO has been reviewed and approved by the Committee [on NGOs] it is only considered recommended for consultative status. As soon as possible during its next meeting, the Economic and Social Council reviews these recommendations, takes note of the Committee's report and makes the decisions final."
    b. What promises or undertakings are required to be entitled to accreditation:

    Resolution 1996/31 " The following principles shall be applied in establishing consultative relations with non-governmental organizations: The aims and purposes of the organization shall be in conformity with the spirit, purposes and principles of the Charter of the United Nations.

    The organization shall undertake to support the work of the United Nations and to promote knowledge of its principles and activities, in accordance with its own aims and purposes and the nature and scope of its competence and activities.
    Consultative relationships may be established with international, regional, sub regional and national organizations, in conformity with the Charter of the United Nations and the principles and criteria established under the present resolution.
    The consultative status of non-governmental organizations with the Economic and Social Council and the listing of those on the Roster shall be suspended up to three years or withdrawn in the following cases:

    (a) If an organization, either directly or through its affiliates or representatives acting on its behalf, clearly abuses its status by engaging in a pattern of acts contrary to the purposes and principles of the Charter of the United Nations including unsubstantiated or politically motivated acts against Member States of the United Nations incompatible with those purposes and principles;
    1. General Consultative Status:
    a. What is it:

    Resolution 1996/31 "22. Organizations that are concerned with most of the activities of the Council and its subsidiary bodies and can demonstrate to the satisfaction of the Council that they have substantive and sustained contributions to make to the achievement of the objectives of the United Nations in fields set out in paragraph 1 above, and are closely involved with the economic and social life of the peoples of the areas they represent and whose membership, which should be considerable, is broadly representative of major segments of society in a large number of countries in different regions of the world shall be known as organizations in general consultative status."

    b. To what does it entitle the organization:

    Resolution 1996/31 " Organizations in general consultative status may propose to the Council Committee on Non-Governmental Organizations that the Committee request the Secretary-General to place items of special interest to the organizations in the provisional agenda of the Council.

    Organizations in general consultative status and special consultative status may designate authorized representatives to sit as observers at public meetings of the Council and its subsidiary bodies. Those on the Roster may have representatives present at such meetings concerned with matters within their field of competence. These attendance arrangements may be supplemented to include other modalities of participation.

    Written statements relevant to the work of the Council may be submitted by organizations in general consultative status and special consultative status on subjects in which these organizations have a special competence. Such statements shall be circulated by the Secretary-General of the United Nations to the members of the Council, except those statements that have become obsolete, for example, those dealing with matters already disposed of and those that had already been circulated in some other form.

    (a) The Council Committee on Non-Governmental Organizations shall make recommendations to the Council as to which organizations in general consultative status should make an oral presentation to the Council and on which items they should be heard. Such organizations shall be entitled to make one statement to the Council, subject to the approval of the Council. (b) Whenever the Council discusses the substance of an item proposed by a non-governmental organization in general consultative status and included in the agenda of the Council, such an organization shall be entitled to present orally to the Council, as appropriate, an introductory statement of an expository nature. Such an organization may be invited by the President of the Council, with the consent of the relevant body, to make, in the course of the discussion of the item before the Council, an additional statement for purposes of clarification.

    Organizations in general consultative status may propose items for the provisional agenda of commissions.
    Organizations in general consultative status and special consultative status may designate authorized representatives to sit as observers at public meetings of the commissions and other subsidiary organs of the Council.
    Written statements relevant to the work of the commissions or other subsidiary organs may be submitted by organizations in general consultative status and special consultative status on subjects for which these organizations have a special competence.

    (a) The commission or other subsidiary organs may consult with organizations in general consultative status and special consultative status either directly or through a committee or committees established for the purpose. In all cases, such consultations may be arranged upon the request of the organization;

    Non-governmental organizations in general consultative status, special consultative status and on the Roster, that express their wish to attend the relevant international conferences convened by the United Nations and the meetings of the preparatory bodies of the said conferences shall as a rule be accredited for participation.

    (c) Organizations in general consultative status and special consultative status shall submit to the Council Committee on Non-Governmental Organizations through the Secretary-General every fourth year a brief report of their activities, specifically as regards the support they have given to the work of the United Nations. Based on findings of the Committee's examination of the report and other relevant information, the Committee may recommend to the Council any reclassification in status of the organization concerned as it deems appropriate. However, under exceptional circumstances, the Committee may ask for such a report from an individual organization in general consultative status or special consultative status or on the Roster, between the regular reporting dates;

    All organizations in consultative relationship shall be able to consult with officers of the appropriate sections of the Secretariat on matters in which there is a mutual interest or a mutual concern. Such consultation shall be upon the request of the non-governmental organization or upon the request of the Secretary-General of the United Nations.
    The Secretary-General may request organizations in general consultative status and special consultative status and those on the Roster to carry out specific studies or prepare specific papers, subject to the relevant financial regulations.
    The Secretary-General shall be authorized, within the means at his disposal, to offer to non-governmental organizations in consultative relationship facilities that include:

    (a) Prompt and efficient distribution of such documents of the Council and its subsidiary bodies as shall in the judgment of the Secretary-General be appropriate; (b) Access to the press documentation services provided by the United Nations; (c) Arrangement of informal discussions on matters of special interest to groups or organizations; (d) Use of the libraries of the United Nations; (e) Provision of accommodation for conferences or smaller meetings of consultative organizations on the work of the Economic and Social Council; (f) Appropriate seating arrangements and facilities for obtaining documents during public meetings of the General Assembly dealing with matters in the economic, social and related fields."
    c. Which NGOs have it: No Amateur Radio NGO has this status at this time.

    2. Special Consultative Status:
    a. What is it:
    Resolution 1996/31 Organizations that have a special competence in, and are concerned specifically with, only a few of the fields of activity covered by the Council and its subsidiary bodies, and that are known within the fields for which they have or seek consultative status shall be known as organizations in special consultative status.
    Organizations to be accorded special consultative status because of their interest in the field of human rights should pursue the goals of promotion and protection of human rights in accordance with the spirit of the Charter of the United Nations, the Universal Declaration of Human Rights and the Vienna Declaration and Programme of Action."
    To what does it entitle the organization:

    Resolution 1996/31 Organizations in general consultative status and special consultative status may designate authorized representatives to sit as observers at public meetings of the Council and its subsidiary bodies.
    Those on the Roster may have representatives present at such meetings concerned with matters within their field of competence. These attendance arrangements may be supplemented to include other modalities of participation.
    Written statements relevant to the work of the Council may be submitted by organizations in general consultative status and special consultative status on subjects in which these organizations have a special competence.     (a) In the absence of a subsidiary body of the Council with jurisdiction in a major field of interest to the Council and to organizations in special consultative status, the Committee may recommend that organizations in special consultative status be heard by the Council on the subject in its field of interest;
    Organizations in general consultative status and special consultative status may designate authorized representatives to sit as observers at public meetings of the commissions and other subsidiary organs of the Council.
    Written statements relevant to the work of the commissions or other subsidiary organs may be submitted by organizations in general consultative status and special consultative status on subjects for which these organizations have a special competence.

    Which NGOs have it:
    IRESC International Radio Emergency Support Coalition Special Consultative Status and IRESC is presently the highest status conferred upon an Amateur Radio NGO in the United Nations.
    #3. Roster status:
    a. What is it:
    Resolution 1996/31 "24. Other organizations that do not have general or special consultative status but that the Council, or the Secretary-General of the United Nations in consultation with the Council or its Committee on Non-Governmental Organizations, considers can make occasional and useful contributions to the work of the Council or its subsidiary bodies or other United Nations bodies within their competence shall be included in a list (to be known as the Roster)."
    b. To what does it entitle the organization:
    Resolution 1996/31 "Organizations on the Roster may have representatives present at [public] meetings that are concerned with matters within their field of competence?
    (f) The Secretary-General, in consultation with the President of the Council, or the Council or its Committee on Non-Governmental Organizations, may invite organizations on the Roster to submit written statements.
    (b) On the recommendation of the Secretary-General and at the request of the commission or other subsidiary organs, organizations on the Roster may also be heard by the commission or other subsidiary organs.
    Non-governmental organizations in general consultative status, special consultative status and on the Roster, that express their wish to attend the relevant international conferences convened by the United Nations and the meetings of the preparatory bodies of the said conferences shall as a rule be accredited for participation.
    c) Organizations in general consultative status and special consultative status shall submit to the Council Committee on Non-Governmental Organizations through the Secretary-General every fourth year a brief report of their activities, specifically as regards the support they have given to the work of the United Nations.     Which NGOs have it: International Amateur Radio Union (IARU) Roster Status and Observer and IARU is presently the 2nd​
    highest status conferred upon an Amateur Radio NGO in the United Nations and the oldest at this time.
    [FONT=Verdana,Verdana][FONT=Verdana,Verdana]The IARU is recognized by the United Nations as a Non-Governmental Organization (NGO) by virtue of its consultative status with other United Nations bodies, i.e., the ITU. The ITU recognizes the IARU as an international organization (CV/Art.19, No. 230).

    [/FONT]Therefore, IRESC has a special duly and obligations to the United Nations and all legal organizations and persons.
    IRESC duly also extends to other important issues beside amateur radio as well in our special status.

    IRESC officially extends this open letter to all concerned; including the IARU and the ARRL and any legally recognized Amateur Organizations as mandated by the United Nations guidelines.


    IRESC is a major Amateur Radio Organization that will hold conference with various organizations that are respectful and in willing to helping the world in conjunction with the United Nations programs and resources. We will include this in our reports to the United Nations and encourage you to join IRESC at:

    There are many Amateur Radio Organizations that are not legally recognized by the United Nations standards. These are some of the reasons:
    (a) Said Amateur Radio Organization does not respect customs and any laws or rule of land by failure to register their organization legally and be accountable and recognized. This has occurred with revoked IRESC former members, who fail to obey this, yet promote a worldwide recognized Amateur Radio Organization and may even attend or participate in seminars and conferences attended by United Nations recognized agencies or NGO’s.


    (b)The International Telecommunication Union (Union internationale des télécommunications, in French), previously the International Telegraph Union, is the specialized agency of the United Nations which is responsible for information and communication technologies. ITU coordinates the shared global use of the radio spectrum, promotes international cooperation in assigning satellite orbits, works to improve telecommunication infrastructure in the developing world and establishes worldwide standards. This includes the Amateur radio operators.

    ITU is based in Geneva, Switzerland, is a member of the United Nations Development Group
    [1] and its membership includes 193 Member States and around 700 Sector Members and Associates. A good example is the IARU who works as a NGO with them, this could not be done if the IARU and IRESC were not in guidelines to the United Nations as described in paragraph (a) or it associates who were in conflict with said United Nations mandates and guidelines.

    So IRESC respects and looks forward to working with all concerned and is excited of its status with the United Nations as a NGO.

    IRESC is a worldwide coalition of volunteer communicators, with dedicated members spread around the globe, providing assistance to those in need at all times of day or night.

    Currently, IRESC has members in at least 40 countries and it continues to grow. Most members are also affiliated with their respective national organisations; for example, the International Red Cross, the Magen David Adom, the Salvation Army, RAYNET, local amateur radio clubs, along with many others.

    Consultative status for an organization enables it to actively engage with ECOSOC and its subsidiary bodies, as well as with the United Nations Secretariat, programmes, funds and agencies in a number of ways, including opportunities to consult with member states and the United Nations system at large.

    IRESC therefore wishes to thank all those who have supported the organization from its inception. IRESC is committed to working with all stakeholders locally, regionally and internationally as it seeks to contribute towards the implementation of the United Nations Millennium Development Goals.

    i wonder what he is taking to lift up that far to the space ;)
    if they could be that creative by doing the real emercom work his group could have some value.

    Even with hurricans in front of the door they just run behind titles
    until now i see just presidents and directors, a respectless treating of the founder, losst equipment, some angry sponsor, a bad taste on HAM emergency handling all over, a totaly grounded IRESC and a cheap IRESC clone.

    at least the word respectfully or sincerly on the end of all the messages are ok, but do not hide the stink from above

    Big whoop. Any recognition from any commission of the UN is unimpressive at best. Has nothing to do with real amateur radio.

    If you go to irescintl.com and then go to iresc.org you can see the level and difference in the two entities.
    This TUW (totally useless wad) pulled a cout de e'tat and signs everyones name to his ignorance.
    He claims that IRESC is a major organization.... NOT... It really never was but it was being noticed by others and respected until he pulled this off.

    He even went on to mention me in another blog on a newspaper... Going the route of Libel he implied. I have asked him more than once lets go. File a law suit and he can't as it does not pass the test when it is my opinion as is any comment I make on his stupididy with doing a press release here on QRZ.

    This is not the place to make a press release Sal, no one gives a crap about your fake organization. A tradename registration does not make it an organization.

    I quite frankly do not care what this WING NUT does and he is a pure embarrassment to amateur radio and human dignity. The FCC should revoke his license based on the "Character Requirements" of the Broadcast guidelines. (uh oh, now he is gonna look that one up too.)

    I encourage QRZ to remove his post ans all it will do is take up valuable space on this great and respected Amateur Radio service.

    And for the record SAL... This is my opinion....

    but its a pain to see how he tarnished the HAM emercom activity, and now he like to convince us this behaviour is accepted/encouraged by the UN.
    well some guys like to dig their own grave .. maybe someone could lean him a bigger shovel

    maybe as they are calling them self UN officer, we should convince UN to send them to Syria :D

    As a premium subscriber to QRZ, I personally object to this announcement on QRZ. I do not send my money to QRZ for this kind of junk mail. This whole article should be pulled down. The dialog used in this announcement is so convoluted and complex no one can understand it.

    The above stated United Nations agencies and NGOs are recognized and respected. Your ill comments have no importance or value, they speak of your unrecognizable GEM Organization who fails to respect the UN.

    Ray ,,I did report you to the State of Connecticut on your illegal conduct. They made you shut down your fake unregistered business bodyguard services. Ray and Roger and all other GEM poster's, Your position as the unregistered NGO GEM is duty noted and the IARU and IRESC will have dialog about your conduct and actions regarding the disrespect. If this is how GEM conducts itself, the public will know why these Former GEM Member were asked to leave IRESC.

    IRESC wishes positive posts and knows that QRZ polices and respects same .

    QRZ is a fine organization and educational and IRESC duty note and respects same.

    Ham radio operators 'have been reported' to the U.N. for disagreeing with a posting on a ham radio board. That sounds really serious... The U.N. won't sit still for this. :rolleyes: I am certain that U.N. coalition forces from Zimbabwe & Mozambique are already on the runway, boarding C-141's for a preemptive airborne counter-strike on these counter-revolutionaries by the end of the week.
