If regular communication infrastructure doesn't work, you can't pick up the phone to call people to their stations. We introduced this issue last week and looked at the question of activating a radio net in Emergency Net Activation Part 1. Here in Part 2 we look at the structure of the Activation Notice used by the BLACK SWAN Net. Structured in readily-understandable Five Paragraph Order format, Activation Notices define regular activity and provide an easy means to define the net's activation. We used the recent Winter Storm that went through much of North America as February 2022 got underway. This will set us up for Part 3 where we look at why and how to make use of that fragmentary notice to get critical information where it needs to go so that when a station needs communication, a net will be there to support it.
