Incredible. Written by folks who have no idea what the emissions designators really mean. This is funny "data emissions, limited to emission 2K80J3E". 2K80J3E is a phone emission. If this holds up, then Pactor III could be used in the phone section of our other bands. Finally the data and Pactor III restriction is off in the phone bands.

Another humorous thing; obviously the NTIA intended only for only one QSO per channel so they could quickly clear the frequency. For phone and CW the new rules are set up to do this; but for PSK, the only requirement is that your center frequency be set 1.5 kHz below the channel center. Conceivably you could have 30 or more PSK QSO's going on each channel still adhering to the "time limit rule".

Gotta love lawyers thinking they are RF systems engineers.

Mark,

I think that was amended in the actual R&0 as 2K80J3E is single sideband suppressed carrier
voice. "E" is telephony and "D" is data as per the "information type" suffix.

the actual R&O is:

**

§ 97.307 Emission standards.
* * * * *
(f) * * *
(14) In the 60 m band:
(i) A station may transmit only phone, RTTY, data, and CW emissions using the
emission designators
and any additional restrictions that are specified in the table below (except
that the use of a narrower
necessary bandwidth is permitted):
60MBAND EMISSION REQUIREMENTS
Emission type Emission designator Restricted to:
Phone ……… 2K80J3E …………... Upper sideband transmissions (USB)
Data ………... 2K80J2D …………... USB (for example, PACTOR-III)
RTTY….…… 60H0J2B …………... USB (for example, PSK31)
CW ……........ 150HA1A ………….. Morse telegraphy by means of on-off keying.

**

Note that: "except that the use of a narrower
necessary bandwidth is permitted."

I'm not a lawyer. Even after it was explained in common man's language, I still couldn't figure it out, LOL! I'll just stick to the REAL ham bands, 160, 75,40, 30, 20, 17, 15, 12, 10, 6, 2 meters, & 70cm.

GOD BLESS,
73,

I am refusing to renew ARRL this year. Finally I have to admit they're clueless and to me, totally useless. They say they can't afford to poll members on their thoughts every year, yet they can send begging letters and "reminders". Total BS.

I am taking up knitting! We can do it together. I'm learning from Kristen Haring to do meaningful stitches.

I got on tonight and started transmitting on 5346.5 Khz USB at around 40 WTS to see if pskreporter.info would
list my station. It will take a while for people to catch on.

Yes I did. But thanks for pointing it out.

The commission's ammendment clearly states " ...Adopted: November 16, 2011 Released: November 18, 2011..."
is November 18th the official date the Federal Register is published with this ammendment. I understood November
16th to be the ADOPTION date. However I seemed to misunderstand:

52. Accordingly, IT IS ORDERED that, pursuant to Sections 4(i), 301, 302(a), 303(c), 303(f),
303(g), and 303(r) of the Communications Act of 1934, as amended, 47 U.S.C. §§ 154(i), 301, 302a(a)
303(c), 303(f), 303(g), and 303(r), this Report and Order IS ADOPTED and Parts 2 and 97 of the
Commission’s Rules ARE AMENDED as set forth in Appendix B, effective 30 days after publication in
the Federal Register.

Any lawyers in the house ? hi hi
