I don't think that (CIR) co-rotating interaction regions are gathering metallic ions into dense enough clouds for Es propagation.
But they don't. They only have one radio, with one band. They are either on air or not on the air. They pay no attention to propagation forecasts.
I never heard of that ("Whisperers") either even after 50 years of operating 6 meters. Maybe it's a regional acronym. In Jersey I think we would maybe call it "ground wave creepers" Of course, when the band opens, propagation is over the horizon in any mode.
Monitor here http://www.dxmaps.com/spots/mapg.php?Lan=E&Frec=50&ML=M&Map=NA&HF=N&DXC=ING2&GL=N to see where the band is open to from your location. There are enough die hard 6m ops who post there that most of the country is covered. 6 was open most of the day today to the SE gulf coast/Atlantic area for me with a few TX stations popping up for a few minutes then gone. I listen more than I TX, I do not need to work the same grids 200 times!
At 3AM EDT, 5/31/17, prop map shows lots of multi-hop stuff from Africa/Europe across Asia to Japan and a little into Australia. Non-technical description acronym is BBH - Big Bunny Hops.
