As a Land Use Planner here in Kalleefornia I can weigh in with my experience. If the property is in a Historic District Zoning Overlay, there should have been a permitting process such as a Design Review or possibly a Use Permit. Most Historic zoning overlay districts are very restrictive in order to preserve the historic elements that define the area. Generally CEQA review is required as part of the permitting process. So if the OP did NOT get a permit, the City may require the CEQA review as part of any retroactive permitting process. However, CEQA generally is not required for such things as an antenna - I believe in some instances an antenna can be deemed Categorically Exempt from CEQA review. BUT, depending on the Overlay District requirements there may be height and size restrictions which may apply. Also, most zoning requirements can be dealt with using either the Variance process or the Use Permit.

The Police Power of local governments can be a difficult legal hurdle. Most people are woefully ignorant of what their property rights really allow them.

It will be interesting to see what happens in this case.

I want the govt to leave people alone the reason the Fed Govt has to preempt local law is because of liberals demanding control of every aspect of your life made a law saying you can't put up a tower.

Actually, all politicians, even the ones that say they don't, want to run our lives. Federal level gets to do that.

From talking to people when I was stationed out there about 1968, it is to Protect The fill-in-the-blank Group.

All with good intentions. But Good Intentions isn't always the result that helps. Sometimes it hinders. The old 'unintended consequences' thing.
