They're still on, but mostly forgotten.
There's some beacons up in Canada that are still running a 1000 to 6,000 W most of them out here Run 100 Watts some of the coastal beacons run 400 or more.
It's about like the AM broadcast band there are stations going dark all the time.

Who can still fly an ADF approach nowadays???

I was deployed on some projects in Central America and Africa, where we actually setup temporary NDB/ADFs before GPS.

Those old radio navigation Technologies could still save your beacon, if you understood how they worked.
Unless it's an older aircraft, you won't even find a NDB receiver today, (per 1990s)
