If a solar minimum is deep enough galactic cosmic rays more frequently penetrate into the the suns heliosphere and then into earths ionosphere increasing absorption of RF as it traverses the D layer both day and night. This can make radio wave propagation especially poor on 160 meters during solar minimum. This was observed during solar minimum between solar cycle 23 and 24. It was a real bummer.
