Sitting here listeing to a KE( on 7299.5 and can hear him up well over 7.300. Why do some folks do that....

If he's on 7299.5 LSB, he is likely in band, if his radio is working well.

If your dial is on 7301 LSB you'll still hear bits of an amateur signal even if it's legitimately all below 7300.

Set dial to 7300 USB and see if you hear anything. If so then there might be an issue (unless it's your receiver's filtering).

Unfortunately, with a 1.5 wide signal he is definitely out of band. and myself and another distant station would hear him well above 300. He should have set for 7297

How were you measuring his bandwidth? Most people have no clue how to properly do this. Was he on LSB?

LSB on 40 meters...that is typically what folks run on 40 Mtrs....SDR scope and separate receive antenna and receiver also

    Only two possible answers:

    1) Ignorance
    2) He's one of those people who thinks the rules don't apply to him.

There are those who memorized the answers for the exam and forget them a week after they get on the air. All those frequency numbers are tough to recall.
When I was a novice I had the band plan sheet taped to my wall. Lucky we were stuck to the Xtals freqs we had :D

That is the correct way if you are on USB.
