Once upon a time, it was Königsberg, capital of East Prussia. A little thing called World War II and Uncle Joe's reaction thereto changed that.
During the All-asia contest, everyone works Asia, not each other. Same idea as the ARRL DX contest where everyone works W/VE and we work them but we don't work each other. Definitions of what constitutes an Asian station is available on the contest rules website. 73 Gary
