Apples oranges pears. EME is weak signal work due to significant path loss. EME is done on VHF and UHF - not HF. With enough antenna gain, EME with 20 watts is theoretically possible. Try again.
CW for smart people? I don't know, but CW outshines all other mode. CW is the Great Grandfather of radio communications.
A QRP score modifier? I missed the last one, hope to catch the next one. I think it is a good idea as a fun stream.
As a test, W5LUA transmitted 20W on 24 GHz using a 3-meter dish and received EME bounce echoes - QST, November 2002. However, I agree it is highly unlikely anyone is trying EME with 20W. Most Amateur Radio Operators do not have the necessary equipment nor expertise to accomplish it. Both of you need to try again .
