"Most" is not really the number of amateur radio operators who have the HP 8640 signal generator. There are a LOT of other signal generators that do have excellent shielding including the HP 606 and HP 608, Measurements Model 65 and 80, military URM-25 series and TS-497 series, generators made by Systron-Donner and several other companies. Then, there are service monitors manufactured by Cushman, ifr, Gertsch, Systron-Donner (sold as Motorola), and others.

I don't own an HP 8640 but do have an HP 608. In addition, I have a TS-497B, a home-brew digital signal generator that started with one of the Chinese DDS VFOs that go up to 55 MHz, a couple of Gertsch service monitors, and a Systron-Donner (Motorola branded) service monitor. For frequencies between 800 MHz and 4.5 GHz a HP 8614A and HP 8616A. All work very well for measuring below 1-microvolt.
