    Always brought back to this quote when the apparatchik's appear. Most don't even know what they support but will defend it as if their very life depends on it. Stalin had a name for them "useful idiots" Say a prayer for the Cubans at least or maybe think for yourselves.

    White House Policy:

    Today, Senior Advisor and Director of the White House Office of Public Engagement Cedric Richmond and Senior Director for the Western Hemisphere for the National Security Council Juan Gonzalez met with Cuban American leaders to listen to their policy recommendations and concerns in light of the recent, unprecedented demonstrations unfolding across Cuba. Administration officials underscored that the White House is monitoring the situation in Cuba closely and that addressing the moment and ongoing situation in Cuba is a top priority for the Administration. They also affirmed what the President said last week: that the demonstrations are the direct result of a failed communist government, and reminded the leaders that the President stands firmly with the people of Cuba. Stakeholders shared what they’ve done over the last week to help elevate the voices of demonstrators in Cuba and provided their recommendations for how the U.S. government can help. Today’s was the latest event in ongoing work the White House has done to reach Cuban American leaders following the historic demonstrations.

    State Dept. Policy:

    QUESTION: Cuba real quick.

    MR PRICE: Sure.

    QUESTION: The president of Cuba, Diaz-Canel, said that you guys are acquiescing to a small right-wing minority in Florida and their whims. Are you really acquiescing to their desires and their perceptions and their politics?

    MR PRICE: Said, what we are doing is standing up for the same principles and values that we support around the world. It’s human rights, it’s democracy, it’s basic civil liberties and civil rights that the people of Cuba have been denied for far too long. So look, for us, we have made very clear that human rights are at the center of our foreign policy. The Cuban Government, every government around the world should take us at our word that human rights will be an anchor of our policy. That’s precisely what you’re seeing and what we have said in the mechanisms of support over the years that the United States has provided to the Cuban people, and it is precisely what we mean when we say that we will consider additional forms of support, including any humanitarian support for the Cuban people.

    Again, we are standing up for and supporting the same rights in Cuba that we do around the world.

    One FCC Commissioner's Efforts to Date - from FCC.gov:

    FCC Commissioner Brendan Carr said he discussed Raven the most because it is a proven technology, but other means of extending the internet to the island exist and should be considered. Regardless, he said, the Biden administration would need to approve the deployment of the technology because it would require the involvement of the FCC, Department of Defense and Federal Aviation Administration.

    Carr said the balloons could be deployed about 20 miles off Cuba in international waters — that is, 70 miles south of Key West — but he couldn’t give a time frame or a cost. The FCC did not respond to a request for comment on the exact cost. After shutting down the internet completely on the island after protests erupted Sunday, the Cuban government restored it but certain platforms like WhatsApp and Twitter remained blocked for those without a VPN to circumvent the block. In addition to providing independent internet access to the island, Carr said, the U.S. has technology to unblock those apps.

    “The first move that brutal dictators make around the world is to shut down the internet to block messaging apps, because the thing that communist dictators like least is the bright light of international attention, the world's eyes, seeing what is going on inside their regime,” Carr said.

    The cost of the project is unclear, but Representative Salazar said that’s not a concern because the Cuban-American community in the United States would fund the effort with private money if needed.

    Officials from both sides of the aisle want Biden to offer Cuba internet access now. It’s caught up in a review.

    Executive Branch Policy Position:


    During a press conference Thursday, Biden said his administration is aware of the internet restrictions in Cuba and is “considering whether we have the technology to reinstate that [internet] access.”

    Meanwhile, momentum has increased behind the push to use high-altitude balloons to do so. The Wall Street Journal editorial board argued in favor of the plan over the weekend, and numerous other outlets have reported on the possibility.

    In addition to Project Loon, more than 1 million Cubans have already been granted access to the internet through censorship-circumvention software supported by the U.S., called Psiphon Inc.

    Update -- 21 July, 2021:

    ARRL: Report it to IARU and Spin the Big Knob:

    “We are aware of reports from radio amateurs of non-amateur signals observed in the amateur bands, and mostly likely originating in the direction of Cuba,” says the ARRL’s Bob Inderblizten (NQ1R). However, because American hams have access to so much spectrum and so the overall impact is limited in the United States, and because the ARRL is a national rather than international organization, “There’s no real role for ARRL” in this situation, says Inderblizten.

    However, he adds, “there’s a mechanism for amateurs to report intruders on the amateur band through the network of amateur network societies, as organized within the International Amateur Radio Union.” The IARU relies on national governments to enforce regulations, so if the interference is indeed being generated by the Cuban government, any notification is likely to have little effect. More pointed complaints would have to come from the US government, “and such bold and publicly reported interference is most certainly known by FCC and other government agencies,” says Inderblizten.
