SWR meter oscillates with cavity filter?

    What actual instrument are you using to get these results, and are you measuring into the cavity while it is attached to an antenna or a dummy load? And what model cavity are you using?

    I've had that happen on repeater amplifiers that did not like running into duplexers that presented
    highly reactive loads off the operating frequency; fix was to install a good ferrite isolator between the
    PA and duplexer.

    One person that gave you advice has repaired and tuned hundreds and hundreds of "cavities "

    on closer inspection, the mfj analyzer sends pulses of RF at about 4hz, and the needle oscillates with each pulse. I could hear the pulse on my ht.

    I hooked up an inline swr meter and it was rock steady during a normal transmission.
