The 100 ma idle current is set by the bias pot, which in your previous pictures is that pot near the large cap near Tube 3. You can set it to 100 ma, but I doubt that will affect your output power by very much.

Depending on the meter (if it's responding to peaks) you could see a higher indication in SSB because when tuning with full carrier, the power supply will sag a bit. edit: including the line voltage from the wall. Mine goes from 118v to 116 at full carrier.
