I am looking suggestions for the best budget rig that I can use mobile or at base camp with a battery. It will be used in the desert mainly for emergency or local communication within 30 miles of a local repeater.

More information is needed. 2 / 70 / 222 ??? any cheap base model will be ok there are a couple are "higher" power models at 65w output. Also get the best antenna you can, it is as important as any part of the system.
I'd suggest you read the Mobile forum.

I have a BTECH 2 bander that isn't bad, its 25 watt and seems to hit all the repeaters fine. They can be had for about $130 on amazon. They also make a tri-band.

If 2m only suits you, nothing is better value for money than the Yaesu FT-2980R. Rugged, excellent 80w 2m radio for $119.95.

I use mine at full power with a 20Ah LiFePo battery.

Or the '71a. Same radio as the '710 just a different control head.
