FWIW, the FBI has jurisdiction because the site is federal land. Not sure why they wanted to get involved, but it was their choice.

The janitor was a mole for a foreign government and since the observatory had a bird's eye view of a bomb and missile range and at least two military bases, they went in and closed the observatory and removed the suspect. There were also some antennas which got the FBIs attention. as for the the post office, nothing goes in or out until a thorough inspection of all mail. There was no conspiracy, just the BI doing its job.. Well done FBI.

This was in the news as resolved a week or two ago.
Someone in the observatory was using the wireless to transmit/store pornography.
the observatory was scheduled to re-open shortly and begin receiving visitors. Kwn
