I did some research. I think the fraudster is Kelvin P Hoskinson, age 36, of Jetersville, Virginia.
PayPal just returned my money! Happy, happy, joy, joy!
The FBI's Internet Crime Complaint Center, IC3, does not investigate internet crimes. They review the crime reports determine if a pattern exists and the perp(s) involved.
IF a pattern exists and IF enough $$ are involved, the crimes are referred for further investigation and possible prosecution.
BTW: If you were had for a large enough sum on the internet, say at least $25,000, and if your local FBI office had the resources available, they might investigate your case.
Thanks for sharing this. I placed a wanted for a Ten-Tec 1220 or 1260 and I got a message from probably some using other HAM´s callsign.
The man is using email@example.com but I found out that this email does not belong to KI7JCW. The man (probably a Kevin or a Michael) has tried before as I found out. So I asked for pictures of the rig guess I will never see them and I will not get a Ten-Tec 1220 either.

The same guy "ki7jcw" just tried to hit me. He offered to sell me a Kenwood TS-850s for $300. I asked for pics of the TS-850 and he sent stock pics of a TS-830s. "WRONG RADIO".
I'm going to see how long I can string this guy along and have some fun with him. I'm going to ask him to send me some pics with the power turned on so I can make sure the display works. This is the 2nd time scammers attempted to get me on QRZ.
I wont post anything on QRZ anymore.
He's on all the swap pages.
He replied to me from Eham.net about a IC-910H and I got burnt .
Paypal Sided with him even the #$%@^*&$# is a Scammer.
I found he's using a canada resort's paypal acct he created and email accounts from everywhere.
I wanted a dead rig and he was on the money.
Now this rig will cost me a Grand to fix it.
