Many new theaters are being built with RF shielding (prefab panels).

There's nothing wrong with shielding your establishments against the use of cellphones. It's expensive and if you already have an established business it can be difficult. One open door and your RF proof area is now compromised.
The use of jammers is a definite no-no and the FCC will seek the records of the company selling these items and they will locate the jammers, confiscate them, give a fact of life talk to the owner or fine them.
As for restaurants and movie theaters. Does anybody remember when it was courteous to not talk during a movie. If in a restaurant you had to make a call or receive one the telephone was brought to you and it better be a matter of life or death. Nothing was ever that important that it couldn't wait unless it was life or death. For those reason a doctor or other health care practitioner should never go to an establishment where they cannot be contacted. The rest of us can make due without the phone for that short period of time. Jammers can exceed the area where it's supposed to be used and result in unintended loss of communications to an entire area.
For that reason alone they are illegal and once found to be sold and shipped into the United States the companies are informed their resources here will be impounded and their ability to do business in the United States will be terminated. They will also place the import items on the impound list and have their products detained until they come and try to get them. The companies overseas doing this usually will alter their names so the contents are not obvious and will still be received by the buyer. So, it's not perfect yet but it's a start. Educating the public is a necessary step and I believe the FCC even has a toll free number to call to report an area that is being jammed.
    Have fun

I'm surprised you can't mail order heroin from China these days. You can get just about anything else. You used to be able to mail order some outrageous boots from Hong Kong - from the Lee Kee Boot Company (actual name, but maybe mispelled). They made boots out of all sorts of exotic leathers, and you could order a book of samples that was a real interesting thing to have on it's own. If you haven't tried ostrich leather, you are just missing out.
