These "two communities" that you say need to "communicate" are on opposite ends of the civil mannered spectrum. The maladjusted and corrupt obscenities that are constantly being spewed on 27.185 bear little resemblance to contemporary community standards or anything you might hear on a given amateur radio frequency. Just how would a community of belligerent Huns, intent on disruption and chaos, go about establishing communications with a well organized community of respectable hobbyists?

I've been listening to the bands for over 30 years. Once upon a time, even the 5-watt AM-ers were civil to each other. There were "coffee breaks" and get-togethers where folks could meet and exchange stories of radio exploits. They were, in every sense of the word, a community of shared interests. As time passed and that portion of the radio spectrum degenerated into anarchy, I left that community of vagabonds without regret and joined another radio community. One where self-discipline and common courtesy encouraged study and promised advancement for the newcomer. A community of skilled operators that had a tradition of respectability, earned with the stripes of practice and patience.

You say that we need to communicate? Who would return an unwanted and obscene phone call or allow their children to hear that call? What community of productive, law-abiding citizens welcomes with open arms a community of linear-amped terrorists bent on the destruction of established norms?

My advice to those who call for "communication between the two communities" is to upgrade. Learn the procedure, learn the code, learn the rules and regs, learn to be civil, on and off the bands. You will be welcomed with a hand shake and turned loose with trust and respect to operate your equipment accordingly. You will find yourself, like the rest of this community does, forgetting the past and shunning the Huns in favor of real radio. You will find yourself, like most hams, gravitating to a better community of fellow hobbyists and cutting off all communications with the foul-mouths of the radio gutter for your own protection.
