    A quite wide-spread opinion around the spectrum management officials at least in Europe is that radio amateurs already have far too much spectrum they do not use, but still are clamoring for more.

    Also, the "spectrum needs" are questioned on the grounds that amateur radio does not promise anything such as capacity or "Quality of Service", and consequently does not "need" any spectrum.

    Just recently has this been brought up during the CEPT preparations for WRC-19, where a working group within WG-FM assigned the Swiss Administration with the task of examining the IARU claims for an extension of the current European allocation of 50-52 MHz to 54 MHz, founded on alleged spectrum congestion. It turned out that the current traffic load on the existing spectrum justified at the most an allocation of a few hundred kHz, even with peak factors from openings and contests factored in.

    I am quite convinced that similar studies are conducted "behind the scenes" in more than just the Swiss Administration.

    The "bargaining position" for amateur radio has not been so weak in recent times.

    Hi Karl-Arne,

    That argument is not a factor any more for Australia in this situation.
    2 years ago, they quietly added the Amateur Allocation of 60 metres for Australia.
    Most Australian hams didn't notice it.
    They should be celebrating, because this was a big step forward.

    It appears that the only bit missing for Australia is for ACMA to publish new internal Amateur rules and regulations that include the 60 metre band.

    The Australia telecom regulator (ACMA) has already added 5351.5-5366.5 kHz as Amateur in their new domestic Australian Table of Allocations.

    This new domestic Australia allocation for Amateur is in addition to the Amateur allocation in the international Table, Column 1, for ITU Regions 1, 2, 3.

    I appreciate your knowledgeable posts regarding frequency allocations, but my gosh they are so completely depressing!

    Currently Australia WIA/WICEN has a registered licence commercial channel at 5355.0 kHz USB.
    It is within the international ITU 60m ham band.
    It could be suggested that the 5355.0 kHz USB channel be made into an Australian nation-wide "Interoperability Channel".

    I would love to take credit for this idea, but it is not a new idea:)
    Several other nations have similar Interoperability Channel(s) at 5 MHz for communication between Amateur, government services, and other various types of organisations in case of emergency or disasters.

    Spectrum management is a quite depressing business, now since the "bean-counters" have got the upper hand.

    The reason why I write these posts is that radio amateurs are benefited by having a more clear picture of what is going on inside the deregulated Administrations where the real value of amateur radio is discussed among the bureaucrats.

    I am writing this sitting on a train on my way home from a meeting of the Swedish National Committee for Radio Science, where one of the agenda items has been the opinion of the Committee of a consultation from the Government that every radio user, receiver or transmitter, should be billed a price which is in proportion to the "value to society",
    so users that are not profitable should reduce their spectrum utilisation.

    This has caused some distress among the space physicists and radio astronomers.

    Amateur radio was not mentioned in other ways than passing by saying that amateurs cannot expect anything more but very narrow slices in attractive parts of spectrum without paying market prices.

    The final word lies with the ACMA. The inclusion of 5 MHz in the Oz spectrum table looks "cut and paste" from the ITU-RR.

    If the military or other stakeholders raise renewed objections the band might not be included in the new regulations.

    Time will tell.

    Even if it is "cut and paste", it probably is not an error.
    The rest of the entries in that cell of the Table indicate that ACMA put some thoughtful effort into it.
    Especially considering this is a contentious issue, they probably would not have made an error with this entry.

    Yes enough thought on how to gather more money, at the least cost to them with no value to those that do part with their money.

    The RASA proposal has merit and it is quite practical.
    It is a good step in the right direction.
    WIA and other VK hams would be wise to support it.

    Considering it only looks at one section of the FYSO it is only to gather headlines and news, there are bigger issues in the FYSO that should be of concern to all VK hams. ACMA wants to look at putting Amateur Radio into a Class License category similar to CB Radio which is bad for Amateur Radio around the world and has been covered in the WIA response along with other things also of concern. Support for a single issue is a bad idea when there are much worse things being proposed as changes not even covered or responded to.

    There is nothing to support or get behind because the rasa response is 4 steps ahead of where the acma currently is at with this. Rather than respond directly to the fyso, they went and solved the problem. And guess what, acma is not even looking at the problem let alone trying to solve it. The problem has been put on the agenda to have a resolution made within the next 5 years, hence why its in the fyso. Submissions to deal with the problems and find work around's will happen in 2 or 3 years. rasa have blown their bolt before this has even begun. If anything, it will hinder the whole process as it forewarns acam of what some small sector of the ham cohort that is not representative of the majority are willing to negotiate away. Start with full implementation of the ITU bandplan as the goal and negotiate away after all the facts and issues are known, rather than start from a weakened position of accepting anything offered.

    Did you notice that WIA's response also offered to limit hams to daylight operation 7AM to 7PM local time and low power?
    That is a very severe limitation!

    The RASA channelised proposal is really better for fitting within the existing 5 MHz structure.
    So, it is good to have multiple suggestions.

    ACMA allows anyone to make proposals and respond to their public planning documents.
    By publishing the Amateur allocation, ACMA made all Australian ham operators "stakeholders".
    So, every ham who is interested should write up a replies and proposals :)

    The allocation is already there waiting... many Amateur Radio operators should simply apply to ACMA for a licence within the existing allocation!

    If enough hams did that, they might notice the groundswell of interest.
    Don't be shy.
    The worst that could happen is a temporary rejection.

    As a member, i have made heard my thoughts known on their response to the fyso through the appropriate channels. Obviously I disagree with the position they took and it would be much more advantageous to wait and see exactly what acma see's as the issues when it releases its white paper on the subject early 2020 before negotiating away everything for some limited solution. Full implementation of the ITU bandplan should be the goal in the beginning, not the sell out ideas being put forward before the process has even started.

    But, back on topic, rasa's response is nothing more than a stunt to make it seem relevant domestically by leveraging global opinion. So far, rasa has been in breach of the acma database license, given us a more expensive licensing that is slower to inform a candidate if they passed and one of them has been caught out running 3 times the legal power in VK. They are an unelected rabble that claims a mandate to represent when none exists and everything they touch turns to crap. Who would have though that so few people could cause so much trouble.

    To put things in perspective, here is a snapshot of what the 60 metre band looks like right now.
    It is an example of why no one should be worried about tiny 100 Watt ham radio signals interfering with the MegaWatt HF Radars that dominate this part of the spectrum in ITU Region 3 at night.
    The wideband pulse and sawtooth-FM signals are various types of radars.
    Some of them are 60 kHz wide.
    Unsurprisingly, no Amateur signals can be heard or seen in the 60m band at this moment :(
