Hi, if you have access to dmr radio, you could try TG'S 334,3341,3342,3343.
IRLP 9208 there they have ham operators from various MX. States.
I don't have an echolink node number, you could search and find stations from the area your looking for.

Did you talk to KD4GCY yet ? He's the EC for McCracken Co.
Kentucky has a very robust ARES/NTS Communication program.

Try the Atlantic Traffic net. They on on 7.218MHz at 17:45Z daily. These guys are serious about moving traffic.

I would be willing to be that if it can get to Texas, Arizona or New Mexico it should not have any problem crossing the border. If you say that have traffic for Mexico, then you might not get any takers. But if you say something like, 'I have traffic for Mexico. Could anyone take it to Texas, Arizona, New Mexico or California?' you might get some takers.

If that does not work, try the YLSSB System. They are on 14.332 all day long during the week, on 7.245 at 23:00Z weekdays, and on 14.332 at 13:00z and 20:00Z on the weekends. The YL System is International, so they certainly will not balk at traffic for Mexico.
