That's what I was thinking. This was probably just one of the doofuses who troll people on 7.2MHz, trying to say something outlandish to get a rise out of people. Note that the individual didn't give a callsign.
They could have him fill out a butthurt report.
Friend of mine told me about him years ago. He'd always identify as "<callsign> from occupied Oakland."
If you are going to get worry lines about what someone called you or didn't call
you on amateur radio, YOU WILL NOT LAST LONG.
That is why there is a big knob on the front of most (all) radios.
Or go back and call CQ on that spot frequency (assuming you hear NO traffic)
and poke the bear a bit.
