We get much more out of our training if it's directed, informed by performance evaluation, with activities chosen to strengthen areas where we are weak. That doesn't mean that all (or even most) of our training needs to be rigid and disconnected from the common events that we hear on the air in amateur radio.

I show some of our activity on the air in Ohio and how our BLACK SWAN 21 After-Action Report/Improvement Plan is useful for focusing our attention. I then show an example of building out a simple training plan for the year, how to support our local operators, and how to ensure that our operating events include the skill development that we're looking for so when it's time for performance evaluation, we have made the progress we were hoping for.
