Petition the ARRL to make Catalonia a new DXCC entity

    While lots of people appreciate the unique culture and history and are supportive of independence, that isn’t how DXCC accreditation works.

    This has come up recently with respect to Crimea. While the CEO has changed I suspect they would take the same stance in the spirit of DeSoto's original vision for the DXCC.

    If Scotland, Wales and others are independent DXCC entities, I don't see why Catalonia can't be an independent one. So I vote YES!

    An Entity will be added to the DXCC List as a Political Entity if it meets one or more of the following criteria:

    a) The entity is a UN Member State.

    b) The entity has been assigned a callsign prefix bloc by the ITU. (The exceptions to this rule are international organizations, such as the UN and ICAO. These Entities are classified under Special Areas, 3.a); and Ineligible Areas, 4.b).) A provisional prefix bloc assignment may be made by the Secretary General of ITU. Should such provisional assignments not be ratified later by the full ITU, the Entity will be deleted from the DXCC List.

    c) The entity contains a permanent population, is administered by a local government, and is located at least 800 km from its parent. To satisfy the "permanent population" and "administered by a local government" criteria of this sub-section, an Entity must be listed on either (a) the U.S. Department of State's list of "Dependencies and Areas of Special Sovereignty" as having a local "AdministrativeCenter," or (b) the United Nations list of "Non-Self-Governing Territories."

    d) The entity has a separate IARU member society AND is included on the U.S. State Department Independent States in the World.

    New Entities satisfying one or more of the conditions above will be added to the DXCC List by administrative action as of their "Event Date."

    Today, 25/January/2020 1,870 have signed this petition.

    The ARRL can not ignore all the radio amateurs who have signed this petition and must attend to our request. The American Radio Relay League must add Catalonia to the DXCC countries/entities list and this petition can not be denied.

    Jordi Dilmer Vecina (EA3GOO) started this petition to American Radio Relay League (ARRL), the national association for Amateur Radio.

    The criteria for admitting a country ARRL’s DXCC list are geographical but also political and ideological, although many amateurs always say that this group does not enter into political issues, arguing that it is not legal, which is totally false.

    In general, the islands are always different countries but belonging to the same state. An example: Balearic Islands, Ceuta and Melilla and Canary Islands are three different countries but all belong to Spain.

    Scotland, England, Wales, Man, Northern Ireland and Jersey are six different countries but all belong to the United Kingdom.

    Therefore, if Scotland is a DXCC entity, why not Catalonia? Seeing the example of Scotland, Catalonia has the perfect conditions, according to the rules of the ARRL to be a DXCC entity today. We must continue demanding to the ARRL, including Catalonia in the DXCC countries/entities list.

    The American Radio Relay League must recognize Catalonia as a DXCC entity. Catalonia is a nation of Europe.
