    Good Day All,

    I am looking for assistance from those who have been bothered by OTHR stations on 160,80 or 40 meters.

    Who would take 5 minutes and log the OTHR stations and submit the information?

    If intrested please contact Bill at wa4fki@nc.rr.com necessary information will be emailed how to log and forward information.

    The purpose of this monitoring is to provide information so the FCC and others can attempt to close these Intruders in our ham bands.

    Depending upon exactly what frequency you specify, and where the stations are located, be careful about contacting the FCC, or you will have "egg on your face."
    Those bands are Amateur frequencies on a SECONDARY basis, or COPRIMARY basis. That means they have to be SHARED, and Amateurs are not to cause interference to the primary users, which include government users. "SHARED" status means no intentional interference is to be caused to other services, whether in the U.S. or any other country. They very well may not be "intruders" but lamentably have a right to use the frequencies. And remember also, the FCC has no jurisdiction outside the U.S. and it's territories. If a true violation IS observed, the FCC can file a complaint with a foreign government, but it has no further authority in the matter.

    Being you're the IARU Region 2 MS Coordinator you should know better. Maybe you should have a long sit down and discuss the matter with Wolf. Sorry if I may seem a little harsh but that's just the way it is.

    My name is Guido ZL2VB.
    I have a question for you ,what are OTHR stations ??
    But on the other hand we here in the South Pacific have a big problem with Mandrin speaking Chinese BroadCast stations on 14.180,14.218Mhz and 18.160Mhz.
    This is far worse ,splatter the whole of the 20 and 17 meter at times.Maybe the FCC can look into this,thanks

    Guido:

    OTHR is "Over The Horizon Radar."
    In Region II, and under U.S.'s FCC authority and allocation, government users have primary use (or co-primary use) of some of our Amateur bands. They ARE legitimate users of the frequency, and Amateurs must not cause interference to them, but must accpet their operation as secondary users; the frequencies are SHARED.

    If there are boradcast stations operating outside of their allocation, and interfering with Amateur operations, then the Communications Department of individual governments may file protests. But the FCC has no jurisdiction outside the U.S. and it's posessions. It may choose to file a formal complaint with the country from which the transmissions originate, but that would have to be the result of American Amateurs experiencing interference.. You should file a complaint with the equivalent agency of the FCC in your own country.
