Tony, HS0ZDX, RAST Liaison Officer, reports to members and friends of the RAST: "There is good news for contest operators. Thailand's regulator, the National Broadcasting and Telecommunications Commission (NBTC), has granted temporary permission for intermediate and advanced class amateur radio operators and club stations with HF operators to operate throughout the 80 metre band and on 6 metres in total of 14 amateur radio contests. This authorization, contained in a notification sent to RAST by the NBTC Secretariat earlier this month (March 2018), covers HF and VHF contests in 2017 and 2018 and allows licensed inter- mediate and advanced class amateur radio operators to operate on frequencies from 3.6 MHz to 3.9 MHz during eight international HF amateur radio contests and from 50-54 MHz during six VHF amateur radio contests. Unfortunately, the dates for six of these contests that were approved have passed by, but another eight contests scheduled for later this year are upcoming. This permission dramatically increases the bandwidth on 80 metres which is otherwise limited to 3.500 - 3.600 MHz while 6 metres (50-54MHz) is otherwise off limits. Potential operators should note that this permission is granted on a secondary basis and is valid until the last contest on the list which is in September this year. A list of the authorized contests is displayed in the attached file and includes the upcoming CQ World Wide WPX Contest from March 24-26th. In order to take advantage of these opportunities, licensed RAST members are required to register in advance in order to participate in each one of these authorised contests on 3.600 - 3.900 MHz or on the six-metre band on VHF (50-54 MHz). Registration, which is obligatory, should be done at the RAST website by following this link <https://goo.gl/forms/OY65JXf0c27copoU2> and operators are also required to submit an electronic log of their activity to RAST within one week following the contest. This authorization also stipulates that only equipment that has been licensed by the NBTC may be used and RAST will be responsible for all operations and must file a report to the NBTC following each contest. Martti, OH2BH, sent out the following today, March 23rd: FROM THE DESK OF MISSION GOODWILL KOSOVO Helsinki, Finland, 23, March, 2018 Z60A LOTW AND QSL RELEASE It is now 10-days from the last QSO made at Z60A, the Republic of Kosovo's first activation. Because this is an overall new DXCC entity, it has resulted in many requests for checking missing QSOs due to pirates, a variety of logging errors and busted calls. We have extended this period for another week as we try to enter the cleanest possible QSO data to LoTW. The magic day for the complete LoTW upload will be the Fools-Day, April 1st, 2018. We will continue processing log errors for another 7-days prior to the upload. Secretary-General of ITU Following the inquiry of the Administration of Serbia of 16 March 2018 regarding the use of Call Sign Series Z6 by amateur radio stations of Kosovo*, I would like to provide the following statement: Pursuant to Article 19 of the Radio Regulations, notably its provisions Nos. 19.28B and 19.33, the management of international series of call signs is a prerogative of ITU. Call sign series can be allocated only to the administrations of the ITU Member States by world radiocommunication conferences or, between radiocommunication conferences, by the ITU Secretary-General. In this respect, the attention of the ITU administrations is drawn to the fact that ITU has not allocated call sign series Z6 to any of its Member States.
