    No, not necessarily, but since ARRL has spent several thousand dollars defending the current traffic handling scheme, they probably could have developed an alternative sound card decoder by now, for less money, that could be free and open source (so as to be open to improvement and customization) or at minimal cost, like many of these:

    Ummm, yeah, LOL... and Jerry I don't have a problem with you or anyone who posts on this site. I'm just having fun with your near declaration of WAR and drawing first blood, etc. So, Merry Christmas to N9LYA and everyone else, and Happy Chanukah, Happy Kwanzaa, etc., to anyone not celebrating Christmas.

    Nice scare tactic, Jerry. Yes, FCC has some very sharp people. And, I'm not talking about the usual staff. Way above their pay grade....... A question I heard asked was something like "could the compression software be modified?" And, I think I read somewhere on the Web where a Winlink enthusiast responded with "it would be childsplay."

    Several thousand is on the light side. Round trip air faire for the FCC visit, hotels, meals, etc. , had to cost at least 4 figures. Perhaps a special grant from another non-profit to cover the expenses?

    Sure, and over many years too, but the minute you overestimate, someone will be right there asking you to document your figures, so if asked, I usually underestimate when I don't have exact figures.

    KA2C may have a good explanation in one of his filings.....or am I getting ahead of things? A pickup truck with a vertical whip has a lower noise level than a QTH with a dipole and suitable common mode suppressing balun? Time to fix the QTH.

    Then verify it! Surely someone on here is capable of an test by this doubting Thomas group and seeing the results for themselves.. instead just saying it was bogus.. As far as many are concerned that is the state of Amateur Radio today.. Always wanting someone else to do it and then complaining they do not believe results... Get er' Done...
    My original thought.. Still BUY a Modem and Use it and stop begging for FREE STUFF..

    But you have aright to your opinion... Mine is SCS Pactor I II III IV are well documented for those willing to understand it. Then Graduate to copying WINLINK Over the AIR.. The tools are out there.. Learn and use them...

    Like I said before the burden of Proof is on you. Or should be... regardless what you think about that... In my opinion!!!!

    P.S., speaking of recent filings, Bob Stanford [KF6I] says there have been TWO DECADES of interference and rule violations sent to Laura Smith, totaling 150 pages in one example.

    P.P.S., Jerry, I don't have a lot of spare fun money. Can you send me a free modem, for Christmas?

    Actually Part 97 is very clear on that, The TRANSMITTING station is regulated, Ask the ROS developer.

    ARDOP has a good path via open source and binaries...

    The devil is in the details of course, but it doesn't appear to be hiding much.
    Do the volunteer monitors require a funding mechanism from the mothership? Do they work under the direction of the ARRL? I don't know so am just wondering.
