Does the green "Verified" banner on his avatar mean he is "identity verified"?
I thought that becoming a Verified Member only affected sellers?
Being un-Verified Member also affects potential buyers.
It appears that if a un-Verified Member wants to reply to a For Sale posting, then the un-Verified Member is not able to because of not having sufficient privileges.
Is this a bug or a limitation of the Forum software?
The workaround is to PM the seller or to email the seller.
What if the seller’s preferred method of communication is by replying in the For Sale thread?
In thread replies was frowned upon. Best method to contact the seller via email or PM.

You're arguing a moot point. QRZ has made a decision and your objections will not change it. It seems you have a choice to either accept the posting limitations or get Verified. Getting Verified is easy and takes little time. Besides, the enhanced password security you get from 2FA is a very valuable side benefit.
Then chances are they'll sell it to someone who is Verified.
And then you can either come to this forum and whine about it, or you can get Verified.
If you read the Swapmeet Rules, you'll see that QRZ "encourages" sellers to use PM as the method of contact.
I am not whining nor am I arguing about anything. I am pointing out a flaw in the implementation of the Verified Seller program in that it locks put un-Verified Buyers.
