I would not. For about the same money look at the Yeasu FT60R, Icom IC-T70A, or Alinco DJ500T.
Part depends on what is active in your area. All the above are dual band radio's. If both bands are not being used around you, you can get a very good single band for about $100.
I would stay with a simpler radio. Don't worry about cross-band repeat yet.
Have you contacted any clubs yet? They can help with selection. Show you what they have, and how easy/difficult they are to work. Someone might have a used one to sell.
I buy Yaesu Kenwood or Icom.
Still use a Yaesu FT209 RH a Kenwood TS 50HF, and a Kenwood TM2570A from the 80s. All still work great.
