this upcoming change by the FCC
    <https://www.federalregister.gov/documents/2017/08/29/2017-17395/personal-radio-service-reform>;
that will make it illegal to sell radios (like the popular Baofengs)
that can operate in the FRS radio band (462.5625 โ€“ 462.7250 MHz) and any
other licensed band in a singe device. Manufacturers will have to either
quit selling them or block the FRS bands like they do for the current
cellular bands. This is the relevant verbiage:

ยงโ€‰95.591 Sales of FRS combination radios prohibited.

Effective September 30, 2019, no person shall sell or offer for sale
hand-held portable radio equipment capable of operating under this
subpart (FRS) and under any other licensed or licensed-by-rule radio
services in this chapter (devices may be authorized under this
subpart with part 15 unlicensed equipment authorizations).

Read it again. It's not an upcoming change. The FCC Personal Radio Reform Report & Order was issued over a year ago.

The R & O only applies to the Part 95 certification process for FRS and GMRS radios.
Baofeng radios aren't Part 95 certified. They are not marketed as Part 95 radios. The R & O doesn't affect them, nothing changed, they are still illegal to use on Part 95 (FRS, GMRS, MURS) frequencies.

I should have looked closer at the date :( it just looks like they are starting to enforce it.

Although to does say "Effective September 30, 2019, " so it will go in to effect next year.

It is only for equipment authorization grants for new (or changed) products after that date. Again, this has nothing whatsoever to do with CCRs (Cheap Chinese Radio) that don't have Part 95 certification. Those have always been illegal to use on Part 95 frequencies so nothing has changed.

Except maybe enforcement might be changing. A local FEMA affiliated group uses these radios
because "no one will stop them from using them." and the cause lots of interference to legal users.
And they are also using these CCRs on ham bands. Whats to stop some of the Part 95 users from
using the ham bands, if "no one will stop them from using them" ??

These radios need to be BANNED from use on our band segments.

    PA:

If the Chinese handhelds are "banned" from use by licensed amateur radio operators, then such would have to apply to other equipment including modified and home-brew. In fact, banning would then require certificated ("type accepted") equipment for use on amateur radio frequencies.

Frankly, definitely NOT a good idea!
