    Netherland's national ham radio societies meet regulator

    On April 30, the 101st Amateur Consultation took place under the leadership of the chairman Frans Hofsommer of the Telecom Agency (AT). Delegates from VERON, VRZA and DARU took part

    At the meeting the Ministry of Economic Affairs and Climate Policy (EZK) and AT once again indicated that the pressure on the (Amateur) spectrum was increasing. Pressure on the bands come from these sources:
    • 144-146 MHz - Aviation / PMR
    • 430-440 MHz - PMR, PPDR
    • 1240-1300 MHz - Rail / Drones / PMSE / GNSS (Galileo PRS)
    • 2320-2400 MHz - Verticals / PMSE / Rail
    • 3400-3410 MHz - Radar Guardband / 5G NR
    • 5650-5850 MHz - SRD / ITS / RLAN / Drones / PMSE / Verticals

    A translation of the VERON post about the meeting reads:

    The Amateur Consultation is the official consultative body between the VERON, VRZA, DARU and the government. This time it was a little bit different than usual. The meeting was held online in connection with COVID-19.

    Topics at the meeting included:

    • AT investigates how the quality of the exams and the services of AT regarding exams can be improved. The investigation is still ongoing.

    • The purpose of the amateur consultation is laid down in the Terms of Reference. The AO is an informal meeting. It is a good way for AT to exchange ideas with a radio amateur representation.

    • Implementation of the Novice review: AT reports that the target date of July 1 has not been met. The associations express their disappointment at the delay.
    [AT indicated the new target date is October 1, 2020, but there is an allowance for further delays until January 1, 2021]

    • The pressure on the (amateur) spectrum is increasing from different sides. The report shows which ties this concerns. It is important what experiments the radio amateur does. Most of the bands on the list (see report) are already secondary to the radio amateur and used in sharing with the primary user. It is important for the radio amateur to do a lot of experiments. Think also of broadband experiments, beacons, contests etc.

    • EZK / AT facilitate a consultation with the AO associations, RFDX and the Antenna Bureau to discuss the issues surrounding antenna placement.
