    No, not yet. The launch has been repeatedly delayed for various reasons.

    The latest news and launch prediction seems to be - "No Earlier Than: June 16, 2017 - 9:05 p.m. Eastern", seen here,

    The tests that were internationally banned by this treaty also released only minute traces. If the tests are repeated over decades, eventually the traces aren't so minute.
