He recalled that the experience of the national power outage in February demonstrated the need for reliable alternative communication systems: "We have been working for a while now. They are permanently part of the municipal Cogrid. We had an emergency last February, a blackout where we were completely blind across the entire country, and the only ones who were functioning and available were the amateur radio operators." The community leader valued the strategic scope of this alliance: "The agreement we are signing today with Los Molinos is very useful for facing any type of emergency that may leave us isolated or unable to communicate. They have amateur radio operators virtually throughout the country and the world, and they have connections with police, municipalities, firefighters, and whoever the emergency requires. I believe this is one of the agreements that will improve any emergency situation that may arise, and we are happy to integrate them into the Cogrid." He also indicated that this step strengthens the commune's preventative preparation: "Insofar as we take all measures and use the existing tools—in communications, amateur radio operators have always existed; in case of emergency, we will know who our allies are." From the Los Molinos Amateur Radio Club, its president, Lorenzo Passalacqua, emphasized that the agreement formalizes a working relationship that had already been operating for some time: "This agreement is to cover everything related to communications in case of emergency, to help, collaborate, and be at the disposal of the Illustrious Municipality of Villa Alemana should they require our support. We have extensive coverage, both within Villa Alemana and outside the commune, for whatever the municipality may require, with whom we had already been working for quite some time. El alcalde Nelson Estay destacó que este trabajo conjunto no es nuevo, sino parte de un esfuerzo sostenido dentro del Cogrid municipal. Recordó que la experiencia del apagón nacional ocurrido en febrero evidenció la necesidad de contar con sistemas alternativos de comunicación confiables: “Hace un tiempo que venimos trabajando. Ellos son parte del Cogrid municipal que hacemos permanentemente. Tuvimos una emergencia en febrero pasado, un apagón en el que quedamos completamente ciegos en todo el país y los únicos que estaban funcionando y disponibles eran los radioaficionados”. El jefe comunal valoró el alcance estratégico de esta alianza: “El convenio que estamos firmando hoy día con Los Molinos es muy útil para enfrentar cualquier tipo de emergencia que nos deje aislados o imposibilitados de poder comunicarnos. Ellos tienen radioaficionados prácticamente en todo el país y en el mundo, y cuentan con conexión con policías, municipios, bomberos y quien requiera la emergencia. Creo que es uno de los convenios que va a mejorar cualquier situación de emergencia que pueda darse, y estamos felices de integrarlos al Cogrid”. Asimismo, indicó que este paso fortalece la preparación preventiva de la comuna: “En la medida en que tomemos todas las medidas y usemos las herramientas que existen, en comunicaciones los radioaficionados han existido siempre; en caso de emergencia sabremos quiénes son nuestros aliados”. Desde el Club de Radioaficionados Los Molinos, su presidente, Lorenzo Passalacqua, subrayó que el acuerdo viene a formalizar un vínculo de trabajo que ya llevaba tiempo operando: “Este convenio es para ver todo lo que es comunicaciones en caso de emergencia, en ayudar, colaborar y estar a disposición de la Ilustre Municipalidad de Villa Alemana si es que requiere nuestro apoyo. Tenemos mucha cobertura, ya sea en Villa Alemana como fuera de la comuna, para lo que pueda requerir la municipalidad, con la que ya veníamos trabajando hace bastante tiempo. Solo faltaba oficializar este convenio”.
