I'm not sure I get the connection.... but no, he doesn't work for the FCC. He's a super guy - lives a few miles from me and I first worked him "Air mobile" back in December 2021, hearing him call CQ on 52 simplex as he flew overhead in his beautiful Piper Cherokee.
