So it sounds like I can combine all my DXCC QSO's from both calls together since all are from the same DXCC entity, i.e. the United States; but I can't combine the WAS QSO's because some were made while living in Ohio and some while living in Tennessee, so the QTH's are more than 50 miles apart?

Correct but this is NO BIG DEAL. Key up your Ohio QSOs and when submitted to LoTW, associate them with your Ohio "station location". Likewise, the Tennessee QSOs would be submitted to LoTW and associated with the Tennessee "station location". Every time you operate 50+ miles from either of these locations, create another station location through TQSL and submit those QSOs. I myself use 6 or 7 different station locations.

You would NOT create a set of QSOs only for DXCC and another set of QSOs for other awards such as WAS. The "station location" entry takes care of sorting all that out.
