I just had my TS-850S display repaired - lots of leaky caps replaced. The S meter shows a response with AGC set to Fast/Medium/Slow. With AGC off, the S meter doesn't show a change regardless of noise/signal strength. As a novice, I'm not sure what's normal. I didn't have a great deal of time on the air with the TS-850S can't exactly remember what's normal - the manual is no help...

It is normal. The meter is actually measuring current through a portion of the AGC circuit. When you disable the AGC there is no current for the meter to measure. Similarly, if you watch the S meter while switching from slow to fast AGC you’ll see the meter response is much faster in the AGC fast setting.
