I recently received a Kenwood TF-721A that powers on but immediately begins "scanning" through all frequencies available in the 70cm. It doesn't actually stop on a strong signal, it just hits the end pf the band, beeps, and returns to the low end to start over.

I've tried a soft reset by powering on while holding the F key. I will replace the memory battery soon to rule that out.

If that doesn't work, what are your thoughts on what my next step should be?

It almost sounds like the "UP" button from the microphone is stuck. It could also be that the CPU thinks that the UP button is stuck, even if it isn't (wiring issue, shorted bypass cap, etc.)
