    I know the legs should be more than 90 degree at a minimum, is there a "best" angle?

    90 degrees or more, you will have little deterioration in performance over a dipole. At less than 90 degrees, the performance deteriorates rapidly. Above 90 degrees, the only difference you'll see is a small change in radiation resistance.

    What band and what do you want the antenna to do? DX? NVIS?
