Most of us have training programs that focus on individual tasks that can be enumerated and tested for proficiency. In better programs, the tasks are aligned with likely operational requirements, and tasking can include a "mission essential task list" (METL). How well those elements come together is often a matter of trying to integrate the tasks together, which is why we have exercises. Here's my recap of a recent exercise with a state agency supported by amateur radio operators, and how the volunteers were able to be tasked effectively due to training and integration of tasks as building blocks.
