    If it's a true disaster/emergency, where life, limb, and substantially property are at immediate risk, then anything that helps is on the table. My radios aren't worth much compared to that.

    Of course NO. No disaster in the country where I am. Disasters are a legend by Brazilian Emcomm RENER, whose members claim being essential only because they want to get full detaxation on import duties and such, that in Brazil amounts over 80% of the value of radio goods + freight.
    Yet another Brazilian scheme, those RENER do-gooders could then import radio material once a month, selling it new for an easy-peasy 80% greedy gain.
