Extra, short for Amateur Extra Class is the highest level of amateur license in the United States. I'm not sure what other countries do, but we have 3 levels. Technician, General, and Extra. Hope that answers your question.

Not all countries have different levels of ham license. In the US there are three levels. Where I live (in France) there is only one level, so to get a reciprocal license/call sign you have to pass the Extra level (i.e. the highest level) exam before they'll allow you to transmit in France. But, since you asked.... how does it work in Japan? Is there one single license, or are there levels (like, beginner, intermediate and advanced)?
