The interesting part of license fees for amateurs is that the FCC no longer does anything of benefit to amateur license holders. Testing has been outsourced to volunteers. Enforcement of regulations against the scofflaws, jammers, music players, foul language, broadcasting under the guise of being an amateur operation, and on and on is nonexistent. 11 meters has been abandoned by the FCC (after being robbed from us)
The electromagnetic spectrum belongs to the public, not to the commercial/industrial corporations who bribe the US treasury. The FCC does nothing for us (and we are the public) yet claims we have to pay our share of their cost of managing the rules that they unilaterally impose on us. At this point in time our fair share would be Zero in any sane legal system. Time for the amateur community to begin bending the ears of our congress critters - and make it Q5 S9.
