He's so excited he wants to shout it from the mountaintops!
We can certainly find the most picayune stuff to complain about at times. And the notion that "all caps" implies shouting is just silly. Does all lower case imply whispering? Are acronyms always shouted? God, I can think of hundreds of more important things to note or worry about. OF COURSE, THAT IS JUST MY OPINION, I COULD BE WRONG.
While I haven't tested them to that degree I have had very good service from Gigaparts, HRO, and DX Engineering.
It's a social convention, like italics, bold, and other forms of emphasis in writing. I'm guessing that Good Mr OP didn't mean to imply he was that excited. Some people use all caps like that just because.
No, acronyms are all caps to indicate they are acronyms.
There's a post abover where very small type was used to imply whispering.
And I was poking a little fun.

I hear ya, @W0VRA . We surely like to debate, do we not? A fellow posts all caps, someone complains about "shouting," and then I complain about the well known social convention regarding all caps. We're all guilty. (And note my use of italics for emphasis. )
I think Gigaparts will be getting a lot more of my business now. Our last 'local' radio dealer - Radio City - just announced that they are retiring and closing the store. (Oh No!) Now, if I want to see something before buying, I will have to drive to Milwaukee or Kansas City. I'll be mail ordering all the little stuff I always bought from Radio City, like coax and connectors, and all my VHF/UHF stuff.
SO, WHAT IS THIS? SHOUTING FROM A DISTANCE? I'M DX NOW, I'M DX NOW!
