    It cannot. The ITU banned spark emissions world-wide in 1938.

    That having been said, Industry Canada granted Royal Canadian Signals a Notice of Variation (equivalent to a US STA) to make spark transmissions on 80m at 20W ERP, under tightly-controlled conditions, on the occasion of the Marconi centenary in 2014. This special event was held at the Royal Military College in Kingston ON.
