    Yes, while a document authored by the US Government cannot be protected by copyright law, things like symbols, marks, and logos can still be protected under Patent and Trademark Law. I believe the FCC has a trademark on the DOC logo to give them some teeth for going after scofflaws.

    Then there's the matter of creating things that someone might mistake for an official government credential...

    I read and write plain English. Looks like a crime to me .

    .."Appears to be issued by or under the authority of the United States government."
    Details too voluminous to repeat here, but specifically cites use of official seals and symbols.

    Probably wouldn't get prosecuted because no intent to defraud or use for personal identification.

    "Citizen's Arrest! Citizen's Arrest!"

    It doesn't purport to be a LICENSE document ... it says LICENSEE -- so it's nothing more than a VERY EXPENSIVE business card. ;)

    As I have posted numerous times here on The Zed ... your license is not a piece of paper; it's the electronic record in the ULS.

    And if you want something tangible, any license holder can go to the ULS and download/print a pdf Official Copy of his/her license information that includes both 5x7" and wallet-sized images.
