    Excellent. Thanks for posting this.

Barely a mention of part 97 Amateur use. Swept away here. Why was ARRL not present? Not invited? Asleep at the wheel?

    Quote:

    3.1 Overview
In May 2019, NTIA and DOD met with two groups of stakeholders – one interested in licensed
commercial operation and the other interested in unlicensed operation or licensed-by-rule -- to
discuss the technical assessment effort. Both sets of stakeholders provided inputs, primarily with
respect to their desired power levels for indoor and outdoor operations. The first group included
representatives of AT&T, CTIA, T-Mobile, US Cellular, and Verizon. The second group included
representatives of Google, Microsoft, New America Foundation, Public Knowledge, Ruckus, and
the Wireless Internet Service Providers Association.

The ARRL comments are better than i expected.

    The SBMS comments are outstanding.

The AERDN comments are so compelling. All we meed now is for the FCC to actually consider the comments to the NPRM. They don't always, and that should be illegal.

The counter-arguments by the various industry groups that have filed are quite strong, as well. Everyone should read them to get a balanced picture of what's really going on.

At first read (reserving the right to change my opinion after I study it more carefully), it appears that the ARRL has argued merely to postpone deleting the amateur allocation, until such time as it is known how the frequencies will eventually be auctioned. Thus they are not suggesting a permanent solution and are not even really opposing the refarming. Just sort of kicking the can down the road until more is known how the band will eventually get parceled out, and buys time to consider sharing arrangements that could still work. Which, actually, under the circumstances, may be a smart move, and may be something the FCC might consider, since it's clear enough that any all-or-nothing approach would just get bulldozed over.

But I do agree that the ARRL comments are pretty well written, and not taking the line I expected.
