I have Echolink on a Windows 10 machine, a desktop. I could connect with no problem but could not transmit. I tried all manner of fixes and scoured forums for an answer to no avail. Finally I discovered that Avast has an "exceptions" feature which allows you to exclude an app from their "shields and scans".

In Avast, in the menu on the top right choose Settings -> Exceptions. Then click Add Exception. In the field that opens, enter the path to your Echolink app such as: C:\K1RFD\EchoLink\EchoLink.exe

Save, and give it a shot. Worked perfectly for me and I hope this might help others with the same problem.
